Hi Charity, According to that spec, they prefer an MPEG-2 Transport Stream. What you need to do is use the following:
- Select File | Render As...
- Select MainConcept MPEG-2 as the Save as type
- Select Blu-ray 1920x1080-60i, 25 Mbps video stream as the Template
- Press the Custom... button
- On the Video tab, set the Video quality to 31 (High)
- Select Constant bit rate (bps)
- Change the Constant bit rate (bps) to 45,000,000
- On the Audio tab Check [x] Include audio stream
- On the System tab Uncheck [_] Save as separate elementary streams
- Give the template a meaningful name (like HD for Comcast Broadcast) and Save it
Then use this saved template to render your file and submit it. This should create the MPEG-2 transport stream they are looking for.

Also they didn't say anything about audio levels. Usually you need an average loudness of -24dBFS +/- 2dB with peaks not to exceed -10dBFS. Are you sure that your audio is acceptable? (because Vegas doesn't have a loudness meter to check). I assume you've color corrected to ensure all of your colors and luminance are within broadcast safe limits? (just asking to be sure... if you've done this before then feel free to ignore) ;-)
