If the station has a web site, they usually have a section for what their submission criteria is. If they don't have one, then ask the person / department that you plan to submit the work to (i.e., you must be giving it to someone and they will be handing it to someone else who checks for conformance).

Nope. That's your responsibility. That's what a finishing editor does. If you use something to just "make it legal" you could cause all sorts of clipping that will look ugly and might cause it to be unusable for broadcast but they do have legalizers that will just clip whatever is illegal. Again, ask the station what they expect. If you want it to look the way you intended, it's best for you or a finishing editor to bring the levels and colors within legal limits and maintain the same look.

I would be very surprised if they take a file at all. Most stations are still tape based and have no idea what to do with your submission unless it's on tape.
