Vista Home Premium is fine as an OS.
In your first post, you said you were using Vegas movie so I'm assuming you mean Vegas Movie Studio in which case 9.0b is the newest update.
Anytime you're using Vegas, it's always a good idea to disable any unnecessary tasks which means internet, anti-virus, etc. as these will (not might, will) have an adverse affect on proper operation during editing.
