From the Vegas online help menu:

Should I use AC-3 or PCM audio on my DVDs?
For stereo material, you can use either AC-3 or PCM audio. Your needs will vary depending on your project, but consider the following points:

PCM audio is uncompressed and offers higher sound quality.
*************************************
PCM = WAV so render out a WAV file for your audio.


For video, since it's only 35 min. long, use a CBR bitrate of 8,000,000.
You'll need to go into the Custom options to get this specific bitrate but this is quite easy to do.
