Actually, the calculator is giving you the average. So if the calculator tells you to use 5800, then leave the max at 9,000,000 and change the average from 6,000,000 to 5,800,000.

If you are referring to the rendering on the DVD tab, it uses the standard DVD Architect templates that ship with Vegas. They are all VBR with an average of 6Mbps.
