Two choices. Either shoot it that way (using depth of field) or in post, you can use two copies of the same video, put a cookie cutter and then blur on upper track, and let lower track reveal the product.
Usually easier to shoot with DOF, but maybe not. The "COPS" effect is fast and easy to do in post. The less camera/subject movement, the less keyframing you'll have to do.
