you gain nothing by "upsampling" images to 300 dpi. There are no dots per inch in video; this is a printing term only.
If there were a perfect comparison, 72dpi is video.
Always nice to share and be reminded of techniques, and yes, most folks familiar with Vegas are aware of the "Ken Burns" technique in motion stills. In fact, there are several tools that automate this technique.
