Help Please: Video/Picture Mix

Hi,
I am creating a video with half of it being moving jpg pictures for DVD. I am getting flicker on the pic's with some better or worse than others. I slowed down the zooming on them as well as giving them a slight blur as well. In addition, I have interlace flicker on. The video was shot in HD, but I "am not" rendering it to blu-ray. The entire movie with menus and speacial features needs to be recompressed due to it being 5.7 GB. I have rendered a small portion of the media w/ pic's (2.7GB) and still got the same results as above.
Does anyone know what would be a good rendering setting from Vegas 8 to DVDA for my project? Settings such as bit rates, upper/lower field, etc. Any idea's and/or tips would be most appreciated. Thanks, Ray
