Vegas Pro 8.0+ will smart render MPEG2 files. If you use the exact same render template as the source, you can re-render in Vegas and it should say "No Recompression Required" in the preview window and just copy the source to target. You can split the file this way.
If that doesn't work, Womble is an excellent MPEG2 utility for cutting without re-compressing. I've used it to attach new openings to existing MPEG2 files or to fix closing credits with typo's and it just stitches them together like magic. It's an extremely useful tool to have in your kit.
