I get a slightly lower bitrate but yes, it's in that extremely low range.

A caution for you.
Unless you really know what you're doing and heave the right tools for the job, don't exceed a 2 hr. timeline for any of your projects as the quality will go downhill rapidly.

To split up your almost 5 hr. file, see if the trial version of VideoReDo Plus (google it and it'll come right up) will let you do it and save the results.
