Rendering QuickTime

I'm test driving 9.0 and am a little confused about the QuickTime render data rates. How do you set a precise data rate? The quality slider uses a percentage scale. Let's say I want a data rate of 800 KBps. How do I do that? I tried setting a target data rate of 800 but that did not work. Had the same results with both Sorenson Video 3 and H.263. How does the quality slider interact with the target data rate value?
