How did you set the quality to maximum? What you need to do is provide a high enough bit-rate to encode your content properly. If you are looking for HiDef output then use the Sony AVC render type with the "Internet 16:9 HD 30p" template (from Vegas Pro 9.0). This should give you great quality at 720p.
