Video Render Stutters on Velocity Ramp Slowdowns

My video renders stutter on the first few frames of any video clip that I use a velocity envelope on...particularly when I slow them down.

I have:
*turned off all start up items
* have vegas pro 8.0 c
*4 gig of ram
* quad core processor 2.8
*imported video from canon hv20 .m2t files

Any suggestions would truly be appreciated.
