Technically Disadvantaged querie

Hi All,
Sorry for the ignorance I'm about to display, but...
a) How do I know if I have a 64 bit enabled computer?
b) If I don't, should I upgrade to V-1...ie: Can I upgrade Vegas 8 to V-1 and still use it?
c) Are all OSs born equal? (Does XP (Home edition) and/or Vista (Home edition) support 64 bit processing? If not what does?
d) What is the meaning of life?
