Allen, here's two different ways of doing it.
#1 is to load the existing file and then double-click the green "Play" icon (looks like a filmstrip) in the menu screen on the left.
If this is a single item DVD, it'll be the 4th item from the top.
If you named the item, it'll be this name instead of "Play".
After double-clicking, go to the right side menu and click the "Track Media" tab.
This will show you the path to the MPEG-2 and AC-3/PCM files used in the project.
Click in the MPEG-2 box and, in the dropdown box at the far right, select "Replace".
Browse to the folder where the new file is, click it and it's replaced instantly.
Confirm that everything is OK, save the project with a new name and you're good to go.
#2 is to replace the MPEG file in the current folder (you do have your Vegas-rendered files in a folder, right?) with the new one, making sure to save the original one elsewhere.
Open the existing DVDA project file, make sure you have the new file in there, and save it with a new name.
Remember that, if you didn't give the AC-3/PCM file the same new name, you'll have to add it manually.
