The timeline is not a dockable window like the others. It's part of the main GUI so you have to move the main screen to move the timeline. The other windows (like the preview window) can be undocked and moved as you've seen. As you have discovered, to move the timeline to the second screen, you have to move the main Vegas program to the second screen and then undock and move the individual windows you want on the first screen back.
