Assuming your video card is properly set up, the default setting should be your timeline stretched across both monitors.
Once you get to this point, you can start dragging tabs around and placing them wherever you want.
Remember that you can save and recall up to 10 different layouts.
From the Vegas help file:
Press Ctrl+Alt+D, release the keys, and then press a number on your keyboard (not the numeric keypad) to save the layout in that space.
To load a layout quickly, press Alt+D, release the keys, and then press a number on your keyboard (not the numeric keypad) to recall the layout saved in that in that space.
