If your original footage was dv (standard definition) it will more than likely be lower field first. If it is HDV, it will more than likely be upper field first. I don't know what you are wanting to do, but I would normally leave that set to whatever your footage is (Vegas usually figures this out correctly on its own). These are interlace settings.

Basically if you are using interlaced footage and not progressive, you have "A" that makes up half of your image and "B" that makes up half of your image. When they are put together they make a complete image (progressive). The human eye/brain is not quick enough to detect that only half the image is displayed every other frame so all is well when it is played back at normal speed.
