The DebugMode frameserver plugin can export tiff sequences directly, or it can serve frames to Quicktime Pro or VirtualDub, both of which should also be able to make tiff sequences.
Vegas can't do it on it's own, and I wouldn't use scripts for what you want, but the frame server is free.
