Pan/Crop vs. Track Motion question

Hello all,

I am looking to add a specific pan/crop 16:9 look for an entire timeline. Is there a way to do this using track motion? I try to crop to a 16:9 look however I cannot keep the aspect ratio. I am forced to add the pan/crop effect to each clip to stay consistent. There has to be an easier way...
