Vegas gives you the same option, except it's invisible.
Import a CD to a 96k/24bit project, it plays at 44.1/16 bit until you output. Then you have a choice.
I for one, would *never* want my audio to be resampling in real time. And no, Vegas won't shift it up (or down) unless you want it to. Try it.
