Absolutely!!
First of all, make sure they're all sequentially numbered with the proper number series. That is, if you have under 999 images, make sure they're all numbered image001.tga, image002.tga, etc. This avoids having Windows mess things up for you.
Browse to the folder they're in and click on the first one.
Click the "Open still image sequence" at the bottom of this window and then "Open".
Set the "Properties" as desired.
This comes into Vegas as a sequence ready to be dropped on your timeline.
BTW, I've done this numerous times with animations from various 3D apps.
Works like a charm :-)
