i don't have V movie studio so don't know if it works with 264 ..
in general -Vegas - if the format isn't in the templates then you take the closest template and modify it ... so if sorenson3 comes close but the 3Mbps isn't doing it for you then click on CUSTOM - Video - then change the "target rate " from 360 ( whatever # is on window) to 500 or 700 (Kbytes)

you must have QT7 installed for it (qt) to use 264 - from my experience QT6 doesn't do it ..
