Is there a particular reason you need to go with SWF?

I'd recommend using h264 in a MOV or MP4 container if possible. It gives the best band for the buck (in this case bit rate).

You really need to ask yourself what is the highest bit rate these users can consume reliably? If only 1mbps or less, then 960x540 at VP6/SWF 1mpbs isn't going to look very good or if your bit rate is higher than their connection it will take a long time to download before playback can start.
