this is not exactly a clear question.
The simple answe is make your pIllusion stage the same size (resolution) as you composition in Vegas.
To make your particle fill the screen either:
1) Set the particles number to a high enough value that it fills the screen
2) Make the emitter an Are emitter that covers the stage
3) raise the emitter's zoom property so the particles fill up the screen
