How to make this effect?

Hi,
I hope you can help me.
Is it possible to make with Particle Illusion 3.0 the effect also seen in the music video "When I'm Gone" by Simple Plan? Is there a library with that effect or i have to customize another effect? I had a look in the libraries, but I couldn't find anything similar...
