Copy a layer's keyframes, but later in time.

I have one layer X that's 30 frames long. I have several parameters keyframed.
I have another layer Y that's the same length, but later in the timeline. I want it to copy the same animation. But Pickwhipping doesn't respect Layer Y's location in the timeline. It only copies values at the same time as the original.
Is there a way to for Layer Y to take into consideration its position in timeline so the pickwhipped value is offset in time by the right amount?
