I don't know if this helps, but this Birth Rate expression should give you a burst of particles at each layer marker:


burst = 10;

n = 0;
m = marker;
if (m.numKeys > 0){
n = m.nearestKey(time).index;
if (m.key(n).time > time) n--;
}
if (n > 0 && Math.abs((m.key(n).time - time)/thisComp.frameDuration) < .5)
burst
else
0
