Are you asking if there's a better way to write this expression? If so, I think using arrays could help:

timeToStart = 2;
if (time > timeToStart){
[70,700,0] + [20,-20,10]*index
}else{
[70,1000,0]+ [20,-20,10]*index
}


Or, are you asking if there's a way to make the layer move smoothly rather than jump to the new position?
