It just looks like some stock film clutter/light leaks composited over the video with Add or Screen mode. Something like this but I'm sure there are lots of other places that sell this sort of stock.

This is also the forum for After Effects Expressions, you want to post in the main After Effects forum for these types of questions next time. :o)
