You should be able to do this with one vignette in the first secondary tab.

If the sky really is blown out, totally white, then it should be fairly easy. Eyedropper anywhere INSIDE the sky and then select Luminance only. Trim the matte to taste, then make a big elliptical vignette with a fair amount of softness, then position it so that the softness corresponds to your intended sky gradation. You may need to blur the matte a little bit, but not more than a few per cent, especially if there is anything finely-detailed (usually trees) silhouetted against the white. Correct the sky.

I should save this off as a preset grade because it seems to come up every other day, now that I'm dealing with mostly video. A film cinematographer would grad the shot to start with.
