sorry, I thought you were trying to re-link in COLOR. My bad.
You have a project that was rendered out of COLOR, created an XML export file, which opened in FCP... and you saw what? that needed to re-link media? Where is the COLOR rendered media and is it the same codec and clip length as the media sent to COLOR?
It might be as simple as clicking the "Reconnect All Files in Relative Path" radio button in the Reconnect master dialogue. However, if there is an error in the file type (mismatch), then it may not operate exactly as advertised.
Why does this not work as a "Send To... FCP" Media Manage if the project needs to be transported?
