Apparently Apple has two versions of the ATI 1900 graphics card. I just ordered one this week for my new Mac Pro, and the person on the phone confirmed that there is a physical difference between the two. Probably something to do with alignment with the PCI-E slot, since that what caused me problems when I tried to install the 1900 from my older model.
Also, the reason I had to replace the ATI 2600 with the 1900 is that I use a 50 foot DVI cable and DVI signal booster from Black Box, and the 2600 doesn't seem to have a strong enough signal (or maybe it's a matter of less RAM) to drive the cable and booster combo. 1900 has no problem.
