I'm leaning towards "bug." Just for confirmation, you have all 3 import settings set to 25, correct? And the header in the EDL lists 25 as well?

Try importing the EDL into FCP at 25fps, see if it loads (just as an offline.) Export the EDL from fcp to color again.

Edit the PDL (show package contents on .colorproj) and change the framerate to 25. Re-open.

Let me know if you find a solution or workaround.
