You CAN run Color with 64 VRAM, it's just not totally advisable. That being said, I do it all the time with my GeForce 5200 with 64mb VRAM.
So how do you get Color to not throw up that "minimum VRAM" screen and let you actually open the program? You do a simple "hack" of the minimum system preferences file. Here's how...
1. Go to your Applications folder, find the Color app. Right-click on Color's application icon, in the contextual menu go down to "Show Package Contents".
2. Inside "Contents" find the "Resources" folder, double-click to open
3. Inside "Resources", find the file "minsys.plist". Open this file with TextEdit.
4. You'll see some strings of code. A few lines down you'll see a string that says...
key AELMinimumVRAM /key
dict
keywarn/key
string 128 /string
5. Just change that number from 128 to 64, save, and close.
Boom, Color works on just about any video card!
