To make a long answer short, that's because there is not 2 same monitor/projector in the world that ITU and SMPTE created standard.
For HD, you should use a monitor calibrated to the ITU709 standard and for SD it's CCIR/ITU 601 (for PAL anyway, don't really know if it's another one in NTSC). It won't insure you the film will be projected with the good color as there is always a crappy monitor/projector out there, but it will insure you that it's not your fault if color looks bad, as you followed the existing standard, and that the monitor/projector is at fault because it's poorly set up/calibrated.
So to make it back to the point, any good grade A monitor should do the trick, like a Sony BVM if you can still find one. Expensive baby, but if you consider making a living out of color grading, a must have.
Else, you could use any good monitor and create a 3D LUT file to use in color to make your monitor calibrated into a specific colorspace. You can achieve that using cineSpace from Rising Sun Research, I did post a tutorial some time ago on this cow list, search for cineSapce you should find it.
