Whatever hardware from AJA does scaling, is doing it pretty well. I get great results even with the HDP2.

If software is your only solution, try Purifier from Innobits, it doesn't only clean noisy footage, but has pretty good de-interlacing and scaling (compared to other software!). Plus, they offer it at a lower price from time to time.
