If it's 24 fps it ain't PAL.

If it's 25 fps, open the clip in Cinema Tools (as a clip, not a project) and change playback to 24 fps. Caveat: this doesn't work with GOPs, you need to do it before final encoding.

The audio will be slowed down as well, changing pitch. If you don't wont it, slow the audio down separately with a good audio program, professional software can do this without pitch shift.
