localised Noise reduction?

Is there a way to add a blur to a secondary ?
I am re-grading some material from overseas that has been really poorly colored, and one shot has a very noisy background element. I can easily separate it in a secondary room, but i am unsure how to reduce the noise if i can't use a localised blur.
Anyone got any suggestions please?
