You do not have to purchase FxFactory Pro to run Motype or any of the other FxPacks. All products can be purchased individually, and there are no dependencies.
It works like this:
FxFactory is a *free* plug-in development, management and distribution platform that runs all of our products. All products require FxFactory to be installed, but do not require you to purchase FxFactory

Pro is a commercial product that consists of a set of 150 filters, transitions and generators for FCP, Motion and AE that we have developed with the FxFactory platform, and can be purchased. For more info on FxFactory Pro:
