Well, that is a loaded and often asked question.
It probably isn't intuitive, but actually HDV will probably edit a bit easier than 4:2:2 SD (NOT DV, which is 4:1:1). The nice thing about shooting HDV is that you can shoot on tape and store it as opposed to going directly into the workstation and having only data raw footage...and it's portable and easy to use.
Also...even though your own country doesn't have HD, having your footage stored for later use as HD is an excellent way to make it useful in the future.
HDV is 4:2:0 on the Canon camera.
