HDV's similarity to DV is sometimes overstated. It has the same data rate, tape stock, and connectivity (FireWire), but the amount of juice it takes to encode/decode is different.

I've always experienced a greater delay with HDV than DV with Onlocation and it's predecessor, Serious Magic's DV Rack. Keepin mind that the camera is not passing baseband video/audio like a BNC/XLR cable would have in the analog world, the video/audio is captured, then encoded (compressed), then recorded/shipped out on the FW cable as data, then received by the computer, written to harddrive and decoded (decompressed)and played back in the status viewer panels in OnLo. It is not an instantaneous process.

Again, i don't know that I've ever experienced a one-second delay...but I have probably experienced delays bordering on a half-second at times...less with DV.

...and i use workstation replacement laptops more often than not...so the computer's specs (provided the system isn't below the basic performance requirements) don't have that much to do with the delay.
