Video Podcast

I am in the process of making a video podcast and i have the content recorded to dvd and need to import to premiere so that i can edit the video and add things to it, is it possible to import a .vob file to premiere so that i don't loose quality? tried dvd-to-avi which works but takes forever and 10 days. I have the option of recording to mini-dv just trying to avoid that since it will take longer to go that route. The second question and most important question i have is i have noticed video podcasts seem to be around the 40mb range when i compress mine i am getting around 80MB, i am using a generic converter to .mp4 with h265 which could be my issue any advice?
