Yes, setting up an account is the price of adding to the iTunes directory.
You'll need to give them your CC number, but you won't need to buy anything. So although they'll have your info, it's still free.
They just want you to be able to buy songs from the music store if you're into that. If you're not now, you will be. Maybe just a few, not a lot, but it's sooo convenient...especially at 3am when you can't get a certain song out of your head and you realize you can just buy it for a buck.
Keep in mind, that the iTunes directory is probably the most important directory to be listed in at this time. Of all the stats I have from my various podcasts, the most hits come from various versions of iTunes.
