Newbie mic Q

Newbie mic question:
Currently I'm using on-board audio, but planning on upgrading to a dedicated sound card. But, I connected a AT2020 USB mic and checked the recording level in the control panel. Default level is 6. (this is with the on-board audio). I can change the level with the slider, but the apply button is always greyed out. Could this be because the recording level of 6 is the most the on-board audio can handle?
