Audio delay during live podcast?

Hi All,
I've been thinking about this problem for quite some time now and have come up with no answers...and I'm hoping you guys will have some ideas. Here's the situation and what I'd like to do:
I have a live podcast once a week that streams out to the LIVE365 servers. During the live show, I would love to have an audio delay of a few seconds and a "dump" button at my disposal to dump anything that we would not want broadcasted.

Any ideas on how I can set up an affordable audio delay in my home studio? I have access to an extra PC if needed and cables galore.

Any help would be appreciated.
