Hmmmm... I use Dreamweaver, but I've heard great stuff about GoLive. I can't answer your question re: using GoLive, but I have some advice for you.
Your best option is to hard-code your RSS feed. If you have a little bit of coding experience, it's really easy. You need to create a file with the file extension .xml. The rest can be learned by reading the following links (which is exactly how I learned). I had a functioning podcast in only a few hours.
