Video Podcasting

Hi.
I need some help with setting up a Vidcasting system for a friend.
He already bought 3 Logitech Pro web cams and a USB Mic.
He wants to be able to switch between the 3 cams and overlay graphics,
as well as mix in the USB mic.
My question is:
Where do I find a software based USB cam switcher? There are all kinds
of hardware based ones for pro TV cams.
He wants to record to his HD as well as live stream on occasion.
The output from the switcher could go through Windows Media Encoder/
Streamer.
