Pan/Crop Tool Maximum? (Vegas Pro 10)

Hello there! I have been just starting to use Vegas Pro 10. Anyway, I've ran into a problem. Basically, I have a video and an image. I need to resize the image, and put it in a certain spot. Well, okay. Pan/Crop tool should suffice for that I thought. But, I have a problem. The problem is that I can't make the image small enough, the pan/crop tool has a maximum height/width or something. Also, when I make it go to a maximum. I can't move the image fully south in the video. It just disappears, because the square in the pan/crop tool ends. Any tips/help is much appreciated. Thanks!
Properties I have:
Video set to : HDV 720-30p (1280x720, 29.970 fps)
Image: 100 by 16 pixels.
