Drop any textured background you want to a new track UNDER the picture track.
The black borders will be replaced by whatever your background is.

"Or better still....is there someway for me to place each still photo in a full colour frame."

I do this all the time but it's a bit more work.
If you have access to Photoshop or a similar app, create a frame with a transparent background where the image should appear.
Photoshop also has "actions" that allow you to add a frame to any picture if you should so desire.
You can also do a Google search and I'm sure you can turn up lots of picture frames that you can use.
Once again, make sure the image area is transparent.
Place the frame on the TOP track and all your images on the lower track.
The transparent area will be replaced by what's below it which, in this case, is your images.
